    Who is the TD for the area?

    Who was the land bought from? Was it purchased from anybody linked to FF ?

    Was there an auctioneer or was the land sourced other than on the open market?

    Was the land zoned?

    I had experience of purchasing office space for the State. We were not obliged to use the OPW and did not do so. We went to a private estate agents and the first thing they said was "don't tell anyone you are looking for space and any office space you do go to to see don't tell anyone that you are the State or the price will double". Perhaps that explains it. A good deal was got.
