We have a minster for Health in Simon Harris. Looking at your line-up above, it appears we now also have a Minister for Health Protection. What does it mean? I see it listed on the Wikipedia page as Health Promotion. Which is it? Or is that having just made the title up, they can't remember the exact name they gave it. Is this just another empty creation to give someone a minister's job (and - more importantly - pay)?

Well now ... The Irish Times calls her the Minister for Drugs ... Yikes!

Taoiseach Leo Varadkar, Minister for Health Simon Harris and Minister of State for Drugs Catherine Byrne are to publish the National Drugs Strategy, which will govern the official approach to substance abuse through 2020.
Well, like all Minister of State ... they are not real ministers, are they? Just a cover name to give them even more money ...

"Taoiseach has open mind ahead of report on drug possession"

The trouble with an open mind is that so much falls out and so much contradictory ideas take up residence there that it locks up the thinking.

"The expert group will consider if alternatives to criminal convictions for minor drug possession should be introduced.

This would include small amounts of cannabis, cocaine and heroin and direct those found in possession to health supports."

Ho-hum! Another "Expert" group. You may direct a horse to water but you've no guarantee he'll even get there.

And then they'll sit back smugly and say, "We've done our bit; we've supplied the governance...it's now up to the ..er - officials to er-approach the problem...er, no we haven't decided what they should do when they reach the problem - one thing at a time, for heaven's sake!"

Ireland does not engage itself in legality.
