The Sunday Times today carries a story concerning a Nigerian man from Lagos using a gender neutral name sitting driving tests for both women and men from the Nigerian community in Ireland.
John Burns of the ST tweeted about it lastnight.

There is not a link to the story but the gist of it is, a man from Lagos is sitting driving tests for Nigerian men and women. The cost per test ranges from 75 to 400 euro, handy little number.Sunday Times News: A Nigerian man has been convicted of sitting driving tests for other men... and for women!
He was found guilty at the Kilkenny circuit court last month where it emerged he was guilty of the same thing back in 2010 in Dundalk. Then he got a four year ban and 200 hours community service instead of five months in jail.
When asked for his driving license by the Gardai it had his own photograph with a different name.
First time around, Judge said about the scam.
but saidIll concieved and wrong. And what if one of those he passed their test for who should not be driving unaccompanied without an experienced driver, then knocked down and killed an innocent toddler, not hurting anyone?he was not hurting anyone
Last month he was handed down a suspended sentence.
Whether it is some Africans involved in arranging sham marriages, dealing meth, sitting multiple car tests, or renting out taxis to people who do not have the correct paper work, should deportation orders be considered?
EDIT: My OP would appear loaded at the Nigerian/African community. On my second point about deportation orders, that should be also debated regarding Asians/South Americans over staying student visas, working illegally, found out multiple times, not attending colleges courses at all but working full time. Infact any immigrant group caught more than once for the same offence.
