Default Are Community Service Orders a Cop Out by Government ?

People seem completely in the dark about Community Service Orders not knowing what's involved.
Today our Minister for Justice Mr Alan Shatter announced that too many judges are sending guys to the slammer rather than availing of the Community Service Order (CSO) option. Clever one this......sounds like a good way to take the pressure off the overcrowded prison system. Can someone with the right knowledge please tell us these things : (1) What does a CSO entail ? (2) what kind of work gets done and where do they do it ? (3) who supervises them ?......Probation officers ?....Gardai? ....Prison Officers....(4) does the work get done properly ? (5) if an organisation has work that could be carried out by these criminals, how can this be brought to the attention of the sentencing judge ? Can a complete waster spend the necessary time allocated clowning around, not doing the work, and then be deemed to have discharged his/her sentence by reason of the time spent ? What is there to prevent this ?
I'm sure a lot of us taxpayers would like to know.

What would you like? A ball and chain? People to be whipped to get them to work to your satisfactory level?

If they refuse to work they will receive usually a custodial sentence. That's the encouragement for them to do it, they stay out of prison.

I know of people who have been too lazy to get themselves out of bed in the mornings to go do the job and they've been sent right to custody.

Why? Are taxpayers itching to pay out €40k a year for even more prison places?

Still in the dark about what the 'work' entails. Do they weed graveyards ?......help out in Dogs Homes ?.....or clean windows in old folks homes or what ? Anyone know ?
