    Well, it appears that list of questions regarding the Household Charge has been sent to the Minster of the Environment, Community and Local Trust, Phil Hogan. Can he answer these questions?

    7. Exactly what LAW will the claimant rely upon in order to prosecute, in the absence of a contract?
    29. Article 12 - (3) "a simple contract debt" ... Exactly what LAW will the claimant rely upon, in order to recover from "an owner of a residential property, as a SIMPLE CONTRACT DEBT", in the absence of any contract whatsoever?

    Statute Law.

    The right of the State to legislate on such matters, and the right of the state to impose sanctions on defaulters.

    What kind of bull is this? It's almost as silly as the theory that because the Household charge legislation was a "statute" and not a "law", that people would have to consent to it before being bound by it!
