See Ofsted: teachers packing lessons with 'bite-sized' exercises - Telegraph

Many teachers in England assume school inspectors are box tickers looking narrowly at class performances and this distorts their teaching methods. There is too much emphasis in "..."bite sized chunks, instead of allowing children to complete extended reading or writing tasks.",according to the head of the Ofsted inspectorate.

Given complaints on by teachers about the considerable form filling and bureaucracy imposed by the Department of Education inspectorate,is there similar misunderstanding here?
