Default World Bank ranking at 16th for Ireland for ease of doing business could be a lot higher with reforms in three areas

See Ranking of economies - Doing Business - World Bank Group

Ireland's rank at 15th* in the latest survey is very good but it could be a lot higher by reforming for vexatious delays in accessing electricity, procedures for construction permits and enforcement of contracts. The historic law's delay seems to be the culprit in the latter two, which suggests the legal system is very slow to reform despite pressures for efficiency in the economic depression. What can be done to achieve such reforms?

I would presume thats for foreign companies coming into Ireland , where a plethora of State bodies are there to scatter rose petals and tax reliefs at your feet and smooth all obstacles before arranging a photo op with the minister

Indigenous companies on the other hand might not rate it quite so highly
Is there any Incompetence Scandal or Corruption that would actually make the Irish electorate wake up ....It seems not, so screw em

That includes protection from insiders' conflicts of interest, especially in emerging markets with typical family dominated companies.
