Tony Blair. All the others lost elections while PM.

Churchill because all the others only served as MPs for one party.

3 of them have lost elections as Prime Ministers - Churchill, Callaghan, Major were all voted out of office. Blair wasn't.

Blair only one to hold one cabinet post - all rest served senior cabinet positions before becoming PM.
