I do not know what the specific age is when a person becomes an adult. Does it really matter? Changing it would do nothing useful.

Yes, but if the'adult' son/daughter is 24 and unemployed, the state (Department of Social & Family Affairs) askes for details of parents' income when assessing the 'adult' for social welfare benefits.
And if the 18 year-old 'adult' is applying for a third-level grant, their elligibility is assessed based on the parents' income/means.
State cannot have it both ways.

I have always wondered why you are asked what your parents earn per year when applying for a college grant. What has that to do with anything once you are 18?
