Why does it say Republic of Kenya on the birth cert if Kenya did not become independent until 1963?

It purports to be an official copy of the birth registrar made in 1964, and whoever made this fake probably was using a post-1964 real document (obtained for someone else) but when they changed the date, thought that making it February 1964 would be OK, being post-Independence.

A closer look at the document (and the links you gave us!)

It's signed 17th February 1964 by the then Deputy Registrar of Coast Province, in the "Republic of Kenya" - however, while Kenya became independent in December 1963, it only became the Republic of Kenya exactly a year later.

So were the amending the stationery in anticipation? Or was this just an oversight?

Indeed, it's dated 7th February 1964, after Kenya became a republic.

Are you reading the same scanned picture as me?

The one I read is dated as being an official copy of the birth register, of an entry of the birth register made in 1961 (the day after Omaba was born). The Deputy register has signed, on that document, that the above details are a true copy of the details on the Birth register from 1961, and dates this declaration (on Repbulic of Kenya stationery) some 10 months before that republic was declared.
