Yep, it's about a a cool black nobody becoming President, pff...It'd never happen.
I remember listening to the DVD commentary (I'm the freak they record it for) and I remember a great quote by Rock:

If Chris Rock had come out for Hilary, having once said

I watched with glee, while your kings and queens, fought for ten decades for the gods they made.
The Chinese govt censored parts of Obamas inagural address that referred to communism and dissent, cutting away to the news anchor when the topics came up.
Some things don't change.
