Israel has already stated that they do not need the U.S. Foreign aid never reaches the people that really need it. It goes to building massive infrastructure projects that corporations and the wealthy few benefit from. The poor are totally irrelevant when it comes to foreign aid. Foreign aid is basically poor people in the U.S giving money to rich people overseas - that is the argument. If you really want to help the poor in third world countries, support private charities on the ground, never top down government foreign aid.

It's a common furfy that the poor of America pay for most of the foreign aid budget. The poor in America pay relative little to it, the bulk of their taxes are earmarked for internal use like Social Security.
Private charity is relatively small in comparison to a govt aid budget. They are just as capable of being misspent on high administration as well as graft and corruption.
Look at the administrative and advertising costs of private charities and you'll notice they can be extremely inefficient.
Being private doesn't guarantee greater efficiency; that's another neoliberal lie.

The same poll has Romney beating Obama by 46-45.
They are very much outliers in terms of other recent polls though.
Pauls main concern should be his poor performances in February.
Coming a distance 3rd or 4th in the majority of states is not going to get him anywhere near the delegates where he can influence the nomination.
