Who would chose the incumbent? The Supreme Court? The Senate? Congress?
You seem to be looking for a "big mad radical" as a candidate. The last thing needed is a "big mad radical" President.
We could, of course, go with your apathy view and not bother voting at all. That would be unique in a Republic.
