    Not so Universal. There is no restriction whatever on Clinton becoming Obamas running mate. Clinton simply cannot seek election as President.

    12th Amendment:
    "no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States."
    Consider how stupid it would be if the President got shot, and the VP could not take over, so HE had to resign, after the presidents shot and let the speaker take over.

    It was on CNN so it must be true ! Anyway the 2 term rule only came in about 1950(?) so couldnt have been mentioned in the Constitution which refers to the rules on foreign birth and so on.

    It came in after FDRs 4 terms nearly turned him into a benevolent dictator.

    The constitution can be ammended, and it was, more than 25 times, this rule was in before the two term limit, but it still means if you can't be president, you can't be vice president, otherwise we could have Arnie running as McCains running mate.

    Really? CNN? the channel with the SITUATION ROOM?
    (used even when there isn't ye know...a situation?)

    The channel that ran a segment about the possibility of what would happen if the "terrorists" blew up an oil tanker in the New York harbor? with a big fancy graphic? all of this coming out of their heads?
    The channel that gave America crossfire (shudder)?
    The channel that takes Robert Novak seriously? (a crime even to let mr lets expose a deep cover operative in the door)
    The channel that treated the Iraq war like a video game when the invasion started?
    The channel that ran a piece on Osama Bin Laden with the caption "wheres Obama?"

    Don't get me wrong they are not as bad as some, but they're not known for their excellent journalism either.

    They didn't need to put it in the 22nd ammendment, because it was already in the 12th

    ....no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States.
    The whole point of a VP is to be able to take over if something happens to the president, to step in temporarily as acting president or permanently, and you can't do that if you've already served two terms because your barred from doing so.

    It hurts me to say it, but I think CNN might be right: the 12th Amendment says that "no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President" seems like it would kill Bill Clinton's chances for a 3rd term, but it doesn't. He is ineligible for election to a third term, but constitutionally he can succeed to the presidency after election to the vice presidency.

    But it's an academic argument...it won't happen.
