Article 1, Section 2, Paragraph 3 of the United States Constitution:

Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.

The artist was dead right, the US Constitution isn't worth the paper it's written on.
It's proper order that a President who counts slaves among his ancestry should step-on a doctrine that would keep his ancestors in chains.
Did you know that this has been affected by Amendment XIV Section 2, and as to taxes on incomes without apportionment by Amendment XVI?

Did you know that the painting portrays the US Constitution in it's original form?
It doesn't say "Amendment XIV" on it.
