    Legally meaningless as Sewell is not enforceable. Scotland Act only says Westminster is not to 'normally' legislate on devolved matters.

    Its not about WMs right to legislate on devolved matters but its right to legislate for prospective devolved powers where those devolved matters intersect with EU law, while the UK is still a member state. This is by no means clear hence the referral to the Supreme Court.

    You managed to get that totally the wrong way round.
