No. It seems that this isn't true either. A former government minister and a prominent journalist said it was, but it looks like another false rumour. It looks like it will not be until the end of next month at least.

I should know better by now than to listen to rumours of imminent publication, so I shouldn't have started this thread (which I did because of the nature of the sources and the specificity of the date), though I did advise caution about it. So, apologies for doing so..
