Details at EurActiv web site. It's part of a "compromise" deal on the EuroVignette Directive. Seems to be focussing on tolls right now, but when they say tax, they do mean it. The intent is to charge vehicles above 3.5 tonnes for pollution costs, infrastructure costs and noise. It was included as part of the compromise (I presume) that vehicles below 12 tonnes could be exempted, but member states had to explain why to the Commission. They haven't figured out just how to earmark the funds received from this scheme (if they will at all)...I say watch out for rising costs for commodities.
