It is the same in every country in the world. They are there to make recommendations on safety and to find causes for accidents. They do not pass judgment on individuals.

CFIT is almost always an indisputable pilot error except where instrumentation errors or traffic control misdirections can be demonstrated.

It does not mention pilot error and it is vague as to the cause of the accident citing only probable cause.

Your problem is understanding what words basically mean even though you seem to be able to read them.
