In order to make sure that fees did not hurt the FF vote they would have had to be set at such a level, as Cain said, that they would not have raised the funding required to tackle the problem of access and indeed the drop out rates in secondary school. Only the tax system can raise the revenue required!!
Still the idea of taking from the rich and using it, no matter how little, to help access does apeal to me!
