I can see the logic of a two parliament federal United Irish Republic one for the rest and one for the former north.
I don't see the nessesity of having a Munster or Connaght parliament though.

It is not partition, it is a document proposing a federal united Ireland, each province of Ireland would have their own parliament that would govern the relative province, there would be a national parliament based somewhere in central Ireland.
This would give the people in each province relative autonomy but as part of an over all united Ireland.
Apparently Unionist leaders revealed in talks in the 70's that they favoured this concept over the idea of an extended 26 counties or direct rule from London.
To the 1971 document - "a reign of social justice based on Christian principles" ? (not wanting digs about the Christianity of the IRA) - I cannot imagine that would sit well today.
Moving on the the 1979 reissue - as with so many SF documents, loses out early with this sort of comment

They just lost many of the people with whom they are supposedly seeking to engage.
Contrast that with the beginning of Common Sense from of all people the UDA or later on the Good Friday Agreement:

But with a 26 + 6 county federation the 6 Counties would get outvoted every time at federal level. Plus the 6 Counties has an inbuilt Unionist majority so they might not be too happy about that. The people of Connacht and Munster surely deserve as much of a hearing as the people of the 6 Counties too don't you think?

Unworkable in it's proposed form. But if the Provinces were further sub-divided(and Athlone as CAPITAL!?! WTF!?!), and made into federal units (albeit not as much power as the Devolved governments of the U.K.), It would be a good idea. I had the same one myself when I was wondering how to integrate the Unionists.
