Actually, to be honest, I thought he looks like any average adult attempting a dignified response to being patted on the head by some plonker with Napoleon Syndrome in front of a press photographer.

    I'd say Kenny is fuming.

You can see him recoil in the photograph.

I have to say it offends my residual nationalism that this plonker doesn't know (or doesn't care) that it's inappropriate to fondle the head of a fellow head of government in public. Call me humourless, but I can't for the life of me bring myself to see the funny side.
There is no funny side, it was a gesture of dominance and the gombeen Kenny's submissive body language demonstrates he is not a strong leader and should not be representing Ireland on the international stage.
over 60% of all communication is done through body language.

Could you imagine Sarko trying that display of dominance over our political leaders of the past, say Charles Haughey for instance?
    Or Sean Lemass?

This picture sums up how little respect Sarkozy has for our national leader and by extension how little he thinks of the Irish people.

It's sobering Toland. Sarkozy wasn't the only leader to approach Kenny like that. It speaks volumes about how "they" view him.

Why did Minister Phil Hogan drop the independent review into planning irregularities within Dublin and Cork city councils and Carlow, Meath, Galway and Cork county councils ?

    Was he not?

I don't doubt you, but please give a few details.

I agree with your last sentence anyway, I suppose that's something!
