M. Sarkozy was clearly trying to do a Fascist salute in recognition of Enda/FG's blueshirt legacy but could not elevate his arm above shoulder level, presumably because he is suffering from a rotator cuff injury. So he's not smiling, but grimacing with the pain. As a long-time sufferer from the same condition, I empathise with the man.
