    State Board Appointments

    ThePhoenix had piece on how Gina Murphy (who's restaurants have gone into receivership & liquidation since she was first appointed), was one of four reappointed to board of Failte Ireland / the National Tourism Development Authority in July.

    NOTICE OF APPOINTMENT
    In exercise of the powers conferred on me under Section 14(2) of the
    National Tourism Development Authority Act 2003, I have appointed
    the following to be members of the National Development Authority:

    Ms Gina Murphy
    Mr Noel Kavanagh
    Mr Frankie Sheahan
    Mr Ciarán Ó Gaora

    The appointments are subject to the terms of the National Tourism
    Development Authority Act 2003 and, subject to Section 14 of that
    Act, shall be for a period which will end on 27th day of May 2019.

    She and her partner are still managing the restaurant for the receivers, so they obviously think they are still competent to do so.

    Why didn't they appointments go through the Public Appointments Service (PAS), the department told a journalist during the Valarie O'Reilly debacle that current incumbment board members had to re-apply via the PAS (although future re-appointments could be excepted, Guideline 9.1.5 ).

    is the NTDA//Failte Ireland is so different to other 'state boards' that it cannot go though the PAS?

    of course the Minister retained the power to appoint despite the new guidelines, should they have applied in this case?


    PS: Why is one of the four members re-appointed to Failte Ireland board listed as having gone through an advertised procedure but other 3 did not, in its appointments since 2011 doc

    Nice to see that the manner in which people are appointed to the Seanad, is being extended to other parts of the institutional state.

    there might be a reason for it, I just don't know if the NTDA/Failte Ireland is somehow so different to other 'state boards' that it cannot go though the PAS

    I asked CIE and DTTAS last week although they've updated some of their records since still no bio.

    Take a look at this thread to see the cosy relationship between the state, Failte Ireland, and the hotel/restaurant sector.

    Failte Irelands grading system for hotels gets no stars at all.

    There is no trustworthy oversight on standards for grading hotels .

    Therefore it is no surprise at all that Irish politicians when in power continue to exercise
    Tammany Gall graft and corruption when it comes to helping out their friends

    I have a problem with this new state boards appointments process.

    First, a friend of mine decided to apply for some vacancy or other, cant remember which. It was in an area he was particularly interested in.

    He found the whole process absolutely torturous, and almost lost the will to live by the time he got to the end of it. He described it as a bureaucrats wet dream.

    But my more fundamental issue is that this process has been effectively captured by the civil servants, with all the mind numbing processes that involves.

    So, if for example Sinn Fein were in power, and a State Appointment came up. Lets also assume that it involved a cross border body or something similar.

    Would Sinn Fein not have a reasonable expectation that a person who believes in a United Ireland could, and should be appointed to the position? After all some of these appointmets are to pursue government policy.

    So if the civil servants were to rule out all united irelanders in favour of partitionists how can the govenrment of the day influence the appointmet?
