According to the Independent Libya has signalled a willingness to work with the UK to provide compensation for victims of the IRA during the Troubles when Libya is believed to have sent weapons to them.

Does this represent a positive step on the road towards dealing with these events or does it cause more hurt by re-enforcing the idea of a hierarchy of victims (especially if the UK does no provide similiar compensation to victims of loyalists and British military forces - collusion notwithstanding)?
Still, i say that if the likes of Colin Parry can get some money out of the Libyan (who is beginning to look like a big stupid money tree among his macho Arab peers) then in isolation that is a positive thing.
