Richard Ramsey of the Ulster Bank said projections in the Programme for Government which were presented last year were "no longer realistic".
He said the situation is likely to worsen following the delivery of the UK budget in two weeks.
On Monday the first minister dismissed calls for the executive to revise its spending priorities.

It's a shame the north and south couldnt have worked together when drafting up emergency budgets considering the economic problems the border possesses
