It was assumed that the GFA and IRA cessation would encourage the British to disarm and disband the unionist militia, who masquaraded as a police service but were and apparently remain a military force, created initially to oppress and terrorize the indigenous people.

But the arrest of Colin Duffy and other activities indicate that SS/RUC continues to pose a terrorist threat to the irish people. It was not disbanded, just watered down. It is infested with orange fascists and until the terrorists are removed from the force, it will remain in essence just another pro-british gang of thugs and barbarians.
Spot on. Policing urgently needs to be overhauled again. The cosmetic changes of name and a pledge to add a few more Catholics to the ranks are just that - cosmetic. Far more radical changes are needed in order for the force to win respect from the people.
