The simple reason is that there is no political consensus on this one. Not at all. As I said previously, the whole exercise was poorly conceived, badly executed and its implementations short-sighted.
In principle, I have a serious problem with governments paying out compensation in these type of issues. It can quickly become an excuse to close the book and leave the past as it really happened buried for a long time. Future governments will feel no need to deal with it as 'the compensation is paid'. Even if further questions are unearthed by historians.
The best way of engaging with this is to make it a decent part of the curriculum. Make the day of the Omagh bombing one of remembrance and continue to ask questions where needs be. It will be a long time before the true extent of it all will become clear.
