They were more than allowed to 'run riot'. SB actively prevented CID from bringing them to justice. Mount Vernon UVF killed innocent people, Protestant and Catholic. They did not kill republicans.

The first incident took place on the afternoon of 5th February 1992 when UDA/UFF gunmen entered Sean Graham's bookies on the Ormeau Road, shot five men dead and wounded a number of others. Among the HET findings were that the RUC Special Branch handed back one of the murder weapons to UDA quartermaster Billy Stobie prior to the kilings.
