Gregory Campbell contributes nothing to the world. What is he saying, that devolution can only happen, that the 6C can only function in any capacity, as long as there is no crime? Everytime there is an "incident", the Campbells of this world, like the Allisters, use it as an excuse to hold up progress, which is exactly what the dissidents want. The whole idea is that we have police and courts and laws because crime does exist, and that these institutions exist to deal with it. What Campbell is saying - "We can't have a normal police force because we have crime" - makes no sense.

That seems to be the jist of it. Hes so backward he makes Jackie Healy Rae look modern and dynamic.
