    this issue is a complete red herring anyway . The refusal of loyalists to hand back the large shipment of weaponry the British government supplied to them is a minor issue in the absence of a promise by the British government not to give them any more large shipments of weapons or to direct them in their use against a civilian population . That is the actual issue .
