Someone from the Opposition would have to be favoured, given FG/Lab scored 33% last time to FF-PD's 15%. A lot will depend on where the Indo vote goes. I think Hillary Quinlan might get it as FG's most popular cllr in the city in 2004, or else maybe Seamus Ryan, as that of Labour in 2004.

Directly elected mayor is this going to happen??

All above mentioned have been mayor before, why not give it to one of the younger crew, Cullinane or maybe even Halligan

Why not break it up into 3 terms!! Poll topper in each ward becomes mayor over the 5 years

    or the longest serving?

Davy Walsh (Workers Party) on Waterford City Council for 29 years but denied chance to become Mayor because he's not in the cosy club.

Would a directly elected Mayor have to come from the ranks of the Cllr's?
Could any elected representative be elected ie TD, Sen.?
Could a member of the public be elected?

I would have thought it would be open for anyone to run but the political parties would dominate.
Maybe a member of the business community would run?

IMHO it depends on the format of the election ie pr or maybe run off.
And also who is running naturally.
I don't think SF have enough votes to get a directly elected mayor.
It would seem more likely that a FG/Lab voting pact would have it sown up.
