Yes. The Lateran Council in 1123 forbade the practice of medicine to monks and priests.

1131 the Council of Rheims prohibited monks from attending medical schools.

In 1139 a Lateran Council decreed severe punishment for monks and priests for practiced medicine.

1163 Pope Alexander III issued another prohibition and in 1215 Pope Innocent issued an anathema against the practice of surgery.

Council of Tours likewise forbade surgery and Council of Lateran in 1215.

Pope Honorius extended the ban in 1243. The Dominicans in the same year banned medical books from their properties. In 1248 the Council of Les Mans forbade monks to become involved in surgery or dissection. Boniface VIII forbade dissection and this effectively crippled the development of surgery for two centuries.

I could go on- and this kind of garbage persisted right into the era of the Bubonic Plague. Want to know why the church was dead against surgery and operations in general?

During the golden age of Islam, roughly around the same time as the golden age of Ireland (8th-10th centuries) medical knowledge in the Islamic world grew at an extremely rapid pace - medical practice on that level was not reached in backward benighted Europe until maybe the mid-19th century.

The knowledge was there, the intelligent people were there - only the sad old peasant grovelling mentality and the pathetic backward systems of hierarchical control kept Europe stagnant for centuries.
