Not a bad idea, I hope you don't mind if I it takes a while as I think it best to consult with a legal professional, no offence intended but I prefer such advice from someone who is looking me in the eye when giving it.
I had only dealth in the past with Kildare Co Council and they were reasonably decent to deal with. Meath County Council - I have dealt with three different sections there and they are gobsmackingly atrocious. Higher education grants, for example - from July to October they do not answer their phones - there is a voicemail which runs that they are busy processing applications and are not taking calls! Emails and letters are not responded to - Trim Town Council is just as bad.
