He is playing the old, "lets not appear confident" routine, in order to maximise the vote. Quite understandably.

Interestingly enough, was listening to Garret Fitz on the 1 news today, who as a statistician and one who has plenty of experience in terms of polls, made the point that the last two referendum poll questions were posed in terms of "will you vote yes or no, on the basis of the guarantees on abortion, taxation etc etc". This last poll, the question was a straight, yes or no. In the circumstances Fitz opined that the result was expected and still, overall, a good result for the yes side.
"......... we must sometimes listen to those who, consumed with zeal, have scant judgment or balance. To such ones the modern world is nothing but betrayal and ruin.........We feel bound to disagree with these prophets of doom who are forever forecasting calamity -- as though the world's end were imminent."

You might well be right, but it is hardly a good reason to vote No.

Personally I think most people got their hatred of everything to do with this government temprarily out of their system in June and there is a window of opportunity in which to pass Lisbon 2.

But I have been wrong before.

Thank God Dr. Fitz was in better form today.

He was, very lucid and convincing.
