    I think 70% may be attainable ...

    What is the issue here. So legislation is enacted in Brussels by elected representatives. The Oireachtas then enacts legislation in response to the Brussels legislation - again by elected representatives.
    Is this a "bad thing"?

    Even if the EU only produced 1% of laws it will still in the end replace all national law because of its supremacy over national law and the obligation on national parliaments not to legislate again in any way that conflicts with EU law.

    So 1% or 40% or 70% just decides the speed at which the law-making power of national parliaments to reduced to impotence and not that it happen.

Also, I only counted measures that were clearly implementing Brussels-inspired legislation; I didn't count any that merely made a passing mention of some EU directive or regulation.
