Yes it is - I spent years dealing with it; the forms originally had a proviso about residency which was removed, about four - five years ago.
I processed thousands of these payments for eastern european men who's children who remained in their native land.

Forms aren't legislation. Are we talking about practices that were adopted or an actual legislative change?

H'mmm....the No vote is storming ahead again...62:38.Evidently this poll is about as accurate as the recent local election one hosted here in which Sinn Fein powered ahead in the mid 30s and had a very poor day out in reality.

That I can't answer, but there are numerous qualifying conditions for welfare payments of all kinds which are changed on a regular basis without an accompanying legislative enablement.

Never. It is an appalling document that completes the project of turning the EU into a Federal State. I would have seriously reconsidered my no vote had we been given a total optout from the Charter of Fundamental Rights. It also crosses a Rubicon from democracy into oligarchy or even dictatorship, because it ignores the no votes in France and Holland to the EU Constitution. Bertie and Cowen admit it's 90-5% the same in content as that rejected document. Never before has the EU treated rejections of its treaties with such open contempt. The surrender of vetoes such as Justice and Home Affairs are the icing on the cake of a Federal Europe. When the govt claims we have a Protocol opting us out of this area, I point you to their public announcement in 2008 that they will review the optout within 3 years i.e. surrender it. The new voting system on the Council of Ministers is an absolute disgrace, allowing 4 Big States to block everything - including the selection of the President of the European Council - while 11 small countries could block nothing because they could not breach the 35%+ threshold for a blocking minority. I still believe our taxation-system is under threat by the amended Article 113 of the Treaty on the European Union, which outlaws "distortions of competition". The powers for national parliaments are only advisory, as is the Citizens Petition. The self-amending provisions of Article 48 could also render Lisbon II our last referendum on Europe. The answer can only be no, no, no, NO....

I voted no to the Lisbon Treaty once and I will vote no to the exact same Lisbon Treaty as many times as I have to until the political elites in this nation accept the democratic wishes of its people.

Well that would have little to do with any treaty and more to do with bad departmental practice
