Well there are many on 'the right' who do not support the idea of a constitution for the EU. I also cannot see in the article the reference to a "holy text". CJH, I think, is right. Many of us seem to overestimate the appetite for the euro ideal that exists on the continent. Just because French politicians, for example, are pro-EU, it doesn't necessarily follow that the French people are the same. I'm not saying it would be like this but you can see how an attractive offer can be made and packaged.
