    But the actual initiation is by the Commission so I stand over what I said. And furthermore, the initiation does not depend on such requests. The Commission can initiate irrespective of what the other 2 branches of the Eurocracy think.

    I know you stand over what you said, you always do. It leads you to retain every mistake exactly as you first made it. How much Commission legislation is initiated solely by the Commission without a request from either the Parliament or the Council?

    Also, why are our Ministers now suddenly referred to as a branch of the "Eurocracy"?

    The Council of Ministers will only have a 0.9% population-weight on it if Lisbon goes through, and it's only around 3% at present. In that context, they are overwhelmingly not "our ministers". And what can happen is as important as what does happen.

    The term "executive" refers by definition to decisionmaking.

    Or to put it another way, the facts don't really matter to you. As to the question of "our Ministers" on the Council, there will still be one Irish Minister in every Council, and the Council will still operate as it does, almost entirely by consensus, with actual QMV voting virtually never happening except when a member state wants to mark their disagreement with the rest.

    No, well, we'll have to work our way up to that one, I'm afraid. FT changes political parties regularly, but stands over every mistake he's ever made.

    It is true, notwithstanding the weighted-majorities incorporating a minimum number of states required to pass/block measures on the Council of Ministers.
