The Americans foresaw a lack of unanimity being a stumbling block. Constitutional amendments needs the support of 75% of the states to come into force. And the states that failed to ratify the consitution itself were threatened with being treated as foreign countries. I know the US is a federal system but over two centuries ago they had significantly more cop-on in drafting broad legal documents that Europe does today.
