Probably, but this time the NO side will demand that the Laeken Declaration be fulfilled.
Make the EU democratically legitimate
Repatriate competences not needed by the EU
Make the peoples of the member states, sovereign over unelected bureaucrats.

As far as I understand it would be very difficult to have a rerun - With Nice 1 it was possible to show a lot of people voted no or just didnt vote because of neutrality issues therefore rectifying that somewhat allowed a second vote.
On Lisbon what would you change?
Make it more market orientated to suit the Libertas agenda or more protectionist to suit the left?
