What does the Lisbon Treaty mean?

I am totally in the dark about what it is we are supposed to be voting for or against. I haven't a clue what the Lisbon Treaty is or what the affect of it will be. So if you don't mind indulging me; can anyone explain, in layman's terms, what exactly are we supposed to be voting on. I'm sure I could download it and try to wade through it, but maybe someone here can explain what it is. I keep hearing people saying how good or bad it will be for us, but nobody seems to say what it contains. Before I go to vote I would like to have some idea on what exactly I'm going to be voting for or against. At the moment I'm thinking if I don't know what it is then I'm going to vote NO. Now maybe it's a dumb question, but what exactly are we supposed to be voting on?

Its a whole pile of different, unconnected things. There is no common idea across the document. Its also, mostly, deeply boring. But almost all of it is simple bureaucratic proceedural changes.

Its a hard sell because its so dull and unimportant to ordinary people.

I'm about 80% in support, so I'll probably vote yes, unless someone can give me a rational arguement against.
