I'm also surprised that you appear unfamiliar with the count process, which does depend for its integrity on oversight by the tallymen and political parties/groups, and the process by which complaints are raised. Speaking to people at the count is completely insufficient. You MUST make a formal complaint in writing to the returning officer. An Garda Síochána will not investigate verbal compaints of electoral malpractice. You have to assemble evidence (direct NOT hearsay) and must have raised the matter formally with the RO. The complaint should so ideally come from the Campaign Director of the organisation on whose behalf you attended the count. If you fail to take this approach your complaint, such as it is, will get nothing more than a perfunctory hearing and wll be treated as the spoofng it appears to be.
If, on the oher hand, you do have direct evidence (direct witness statemenets for example), then you should raise a formal complaint. Unsealed boxes being allowed into a count without challenge is completely unacceptable. In nearly 30 years of attendence at counts I've never sent this happen. If YOU have, then you need to raise these matters quickly.
