Yup. So much so that one has to doubt the integrity of anyone who claims it isn't. Even the Labour Court have issued a specific correction of the pamphlet, because, to quote the Labour Court:
I'm not sure why you feel that pretending that a Labour Court judgement says one thing, when in fact it doesn't, isn't false, but it demonstrates a complete contempt for the truth on their part - and by implication, yours.The leaflet implies that contractors from other member states are not bound by the terms of such regulations. It seeks to rely on a decision of the Labour Court as authority for that proposition. The Court made no such decision and in fact decided the opposite in the case to which the leaflet refers.
The leaflet contains what purports to be a quote from the decision in question (Determination No.REP091) which has been altered so as to totally change its import.
