    Yes it can. They can use Article 136 to overrule national budgets in Eurozone countries via QMV. Notice Merkel smiling like a cheshire cat about the proposals, calling them "no bad thing". Ein Reich, Ein Volk, Ein EU?

    I think he has stolen FF thunder, thats what annoying them- putting Cowen on notice. FF the guardians of the national grail are whinging.
    You'd think Kenny committed Treason and brought in IMF. Cowen had all in stitches in Galway at 3.30a.m.but he was "not impaired" -DD Power. FF=Publican páirtí an IMF.
