    This has happened all over the world. The only reasonable explanation for this is that it is a policy decision made high up in the catholic church.

    People are the same the world over so the same crimes will be committed.
    I think that this poses a different question and that is

    Are these molesters suffering from a disorder?. Are they helpless at controlling their urges? are they cureable? should we be sponsoring research into what triggers these incidents?

    There has been huge problems in Germany and Austria in relation to these various allegations of abuse. Remember Hans Hermann Groer?

    You're right, people are the same everywhere. That would explain why there are child abusers everywhere.
    Also most people everywhere would be horrified by these crimes and would go straight to the police on learning that they have taken place. Not in the catholic church though. Why is that? The only explanation is that they did as they were instructed.
