    There were many other ways of doing it. All is far from clear. All promotion within the Gardai is now made a political appointment. I would not be putting anything to bed.

    Sure Brian Lenihan when in Justice would have dinner with Nacie Rice on occasion. Top level of garda are sure independant from government!! Is it really a surprise?

    It is obvious that the approval of the Minister for Finance is needed for promotions because of financial considerations.

    It is not the candidate for promotion that must be approved, but the justification for the higher post (and salary) itself.

    I do not of course expect the conspiracy theorists to consider this a reasonable explanation.

    We can be very selective if we wish. However facts are facts and in the event of a legal argument the minister now has the full say regarding the promotion of any Gardai of any rank.
    If you look back in history, and you will not have to look too far back, you will see the steps the government went to to control the Gardai when they had the "cheek" to protest at Macushla.

    Now they had the cheek to protest on the streets against the levies and the cutbacks, and what do you know, government make promotion of all ranks a political appointment. They stop recruitment, they close Templemore, Instructors and their families will be thrown from post to pillar. What next? I guess we will just have to wait and see.
