Anyone arrested for begging should have their residency-status checked by the Gardai, and deported if they are here illegally.
The Taoiseach and his Cabinet may not like being put in jeopardy seeing as they have the hand out for €80,000,000,000 or so at the moment.
Could there be a cut-off point? That might reassure them - say anyone begging for more than one million per day could be immune from arrest and deportation? Or if it was ok to beg from foreigners?

Piffle! Deport them anyway, as used to be done in the old days.
The judge has only to say that has it in mind to send them to prison, and he is given them two weeks remand on bail, so that they may put their affairs in order.
And that's it. They are still free to continue with their begging, but it will have to be done over in London or Manchester.
