"Minister Gormley stated that all new cars registered from 1 July 2008 will have their motor tax rate based on the CO2 emissions level. The new CO2 based system will not apply to the import of pre 2008 cars. New cars registered between 1 January 2008 and 30 June 2008 will initially have their motor tax charged on the basis of the existing engine size (c.c.) system. However, a low CO2 emitting new car registered between 1 January 2008 and 30 June 2008 will have its motor tax switched to the lower CO2 based motor tax rate on first renewal of motor tax post 1 July 2008, when the new CO2 based system commences. New cars which are registered in the first 6 months of 2008 whose tax would be more under the new CO2 based system will continue to pay motortax on the basis of engine size.

The situation wherein tow people with the same model of car will pay different rates of road tax is silly, just because one of the people was first to take the initiative to buy an environmentally friendly vehicle.

Since the tax is levied on an annual basis the taxes should bear equally on persons with the same make of car.

    Article 40

    1. All citizens shall, as human persons, be held equal before the law.

This shall not be held to mean that the State shall not in its enactments have due regard to differences of capacity, physical and moral, and of social function

Discriminating on the basis of when the car war bought seems to be problematic.

    Private Property

    Article 43

    1. 1° The State acknowledges that man, in virtue of his rational being, has the natural right, antecedent to positive law, to the private ownership of external goods.

2° The State accordingly guarantees to pass no law attempting to abolish the right of private ownership or the general right to transfer, bequeath, and inherit property.

    2. 1° The State recognises, however, that the exercise of the rights mentioned in the foregoing provisions of this Article ought, in civil society, to be regulated by the principles of social justice.

2° The State, accordingly, may as occasion requires delimit by law the exercise of the said rights with a view to reconciling their exercise with the exigencies of the common good.

Will you PLEASE go to University and study law so you can actually discover HOW TO PROPERLY UNDERSTAND our Constitution.

The child care supplement was intended to defray the cost of childcare for working parents who could not get a tax deduction on the expense.

Political cunning ensured it would be extended to all parents of children.

Obviously different social circumstances pertain at different times.

The Gormley tax has a unity of time element

So has the Supplement. You get it based on the year you were born.

You get lower car tax based on the year you bought your car.

Whatever about each human being been equal before the law, all carbon footprints aren't. If you purchased a car last year and found out this year you could have bought same and had a lower tax rate because it is now graded in a lower rating and thus saving tax, should you not be entitled to tax it for the forthcoming year at the lower rate?
Given that both cars have the same footprint regarding emissions why should some one have to pay more for an 07 car?
