If containment was the most important object of put ing people in prision than we would keep doubling sentances for each successive offence, and in doing so defeat crime

And drastically overburden our prison system.

The fact of the matter is that not all people who incur criminal sanctions commit offences again, a very large number of them don't. So to say that rehabilitation rarely works is inaccurate.

Of course, the rehabilitative (or deterrent) nature of our criminal justice system is extremely limited by inadequate investment into tackling the root causes of crime, such as poverty, lack of services, alienation etc.. But just keep locking people up for longer and longer and the problem will definitely sort itself out. With no detrimental side effects.
